Banning IP Addresses:
I would suggest you ban an IP address in cases such as, a user is spamming your board or someone is threatening your board somehow.
There are a couple ways to ban people...

First of all, there is banning the users exact IP address. If you want to find the users IP address, you can find it a couple different ways:
• You can locate one of the user's posts and find their IP address in the bottom left hand corner of it.
or
• Go through Admin ›› Find/Edit/Suspend Users ›› Find Member, and view the IP beneath their name.

Once you've found the IP, copy it and paste it in the Ban Settings section, within the text input box for IP addresses, described in lightsup's post.

Reminder: Only one IP per line

Wildcards:
This is one of the things that some users don't quite understand.
If one person has AOL or a router, the IP addresses are only off by a couple digits at the end.

Ex:
User1 (original IP) -- 123.456.78.39
User1 (alternate) -- 123.456.78.13
User1 (alternate two) -- 123.456.78.90

Let's say that User1 is causing alot of trouble, however when you ban him he keeps coming back with different names, and IP addresses.
Here is how the wildcard comes into play:

Look at the example IPs given above. In the Ban Settings text input box for IP addresses, paste the IP.
Now, take out the last 2 digits and put in an astericks (*).

The IP should now look something like this:
123.456.78.*

By doing this, all users with an IP address that begins with digits 123.456.78., will be banned and what the ending digits are, will not matter. The asterick (*) has taken care of all those digits after 123.456.78.

Another hint is, if you want to ban all IP addresses that begin with 123.456., then what you need to do is add two astericks like this:
123.456.*.*

Note: Be careful when banning IP addresses, because you may accidentally ban a member you wish not to.

Be careful when you enter any ban setting, and make sure that there are no blank or empty lines in any of the boxes. This can cause the board to think that everyone is banned, and affect things such as registration or even accessing the board.
